Electricity supply in South Africa is billed by either Eskom, any of the 278 municipalities across South Africa, or landlords. When it comes to Eskom, tariff structures differing across transmission zones, and with each of the municipalities historically having developed their own charge model for electricity, there are thousands of different tariff structures in operation across South Africa. Further to this, many landlords take responsibility for a bulk electricity supply connection and then allocate electricity costs between tenants in a manner which is different to the electricity bill received at the bulk supply point. Electricity billing has therefore become a complex environment and as a result inaccuracies in billing are commonplace.
